          Recycling, and Waste
        
        
          Reduction Act (Act 101)
        
        
          A 1988 act, Act 101 mandates recycling in the state’s
        
        
          larger municipalities, requires counties to develop
        
        
          municipal waste management plans, and provides for
        
        
          grants to offset expenses.
        
        
          Municipalities Planning
        
        
          Code (MPC) (Act 247)
        
        
          The MPC (Act of 1968, P.L.805, No.247), as
        
        
          updated, empowers counties and municipalities,
        
        
          individually or jointly, to plan their development and
        
        
          to govern the same by zoning, subdivision and land
        
        
          development ordinances, and additional tools.
        
        
          National Flood Insurance
        
        
          Program
        
        
          A federal program created through the National
        
        
          Flood Insurance Act of 1968 which enables property
        
        
          owners in participating communities to
        
        
          purchase insurance protection from the government
        
        
          against losses from flooding. This insurance is
        
        
          designed to provide an insurance alternative to
        
        
          disaster assistance to meet the escalating costs of
        
        
          repairing damage to buildings and their contents
        
        
          caused by floods.
        
        
          National Highway System
        
        
          (NHS)
        
        
          A network of strategic nationwide highways,
        
        
          including the Interstate Highway System and other
        
        
          roads serving major airports, ports, rail or truck
        
        
          terminals, railway stations, pipeline terminals and
        
        
          other strategic transport facilities.  The roads within
        
        
          the system were identified by the United States
        
        
          Department of Transportation in cooperation with the
        
        
          states, local officials, and metropolitan planning
        
        
          organizations and approved by the United States
        
        
          Congress in 1995.

          Landmarks
        
        
          Nationally significant historic places designated by
        
        
          the Secretary of the Interior because they possess
        
        
          exceptional value or quality in illustrating or
        
        
          interpreting the heritage of the United States.
        
        
          National Pollutant
        
        
          Discharge Elimination
        
        
          System (NPDES)
        
        
          As authorized by the Clean Water Act, the NPDES
        
        
          permit program controls water pollution by
        
        
          regulating point sources that discharge pollutants into

          National Register of
        
        
          Historic Places
        
        
          Established in 1966, the nation’s official list
        
        
          of districts, sites, buildings, structures, and objects
        
        
          deemed worthy of preservation. A property listed in
        
        
          the National Register, or located within a National
        
        
          Register Historic District, may qualify for tax
        
        
          incentives derived from the total value of expenses
        
        
          incurred preserving the property.
        
        
          Nonfamily
        
        
          A household comprised of a group of unrelated
        
        
          people or of one person living alone.
        
        
          Nursing Homes
        
        
          A facility licensed to provide health care under
        
        
          medical supervision and continuous nursing care for
        
        
          24 or more consecutive hours.
        
        
          Office
        
        
          As shown on the Existing Land Use Map, land
        
        
          occupied by office buildings and associated parking,
        
        
          research and development facilities, hotels, and/or
        
        
          convention centers
        
        
          Personal Care Homes
        
        
          A facility that is licensed to provide room and board
        
        
          and to assure that assisted living services are
        
        
          available when needed. Units typically house no
        
        
          more than two residents and have a lockable door on
        
        
          the unit entrance.
        
        
          Personal Care
        
        
          Subcontractor
        
        
          Agencies which provide personnel for non-skilled
        
        
          services to individuals in their homes or other
        
        
          independent living environments.  These services
        
        
          may include assistance with self-administered
        
        
          medications; personal care such as assistance with
        
        
          personal hygiene, dressing, and feeding;
        
        
          homemaking such as assistance with household tasks,
        
        
          housekeeping, shopping, meal planning and
        
        
          preparation, and transportation; companionship; and
        
        
          respite care such as assistance and support provided
        
        
          to the family.
